Frank is admitted in all California Courts, Southern, Central, and Northern California U.S. District Courts, the Ninth Circuit Court of Appeals, and the United States Supreme Court.

In 2011, he received a certificate in Mediating the Litigated Case from the Straus Institute of Dispute Resolution at Pepperdine University School of Law.

Frank has participated in arbitration and mediation throughout his career with organizations like JAMS, Judicate West, and ADR.

Frank has obtained over $100 million in judgments and settlements in cases for his clients.

Investigations and Defense

He has also conducted workplace investigations and compliance audits (in all aspects of employment, including wage & hour), and defended his management clients in mediation, arbitration, and court, again including defending class actions.

He has significant experience in the multi-family industry.  Many of the same laws that apply in employment issues also apply in a similar way to the operations of the multi-family industry, including the Civil Rights Act of 1964 (Title VII), California’s Fair Employment and Housing Act, American with Disabilities Act, various California Civil Rights Laws (e.g., the Unruh Act), and California’s Unfair Competition Law (Business and Professions Code sections 17200 et seq.)

Therefore, his practice includes conducting investigations and compliance reviews of the conduct, operations, and policies of companies in the ownership and rental of housing.
